A guy makes a u-turn in the middle of Walnut Street, holding up traffic in both directions. Makes the u-turn badly so that he's backing up and pulling forward, back and forth. Finally, I see the problem, HE'S DRUNK! HE'S ON HIS CELL PHONE!
